Reducing Gun Related Crime: Operation Save-a-Casing with Paul Cruz and Clay Germany

Operation Save-A-Casing is a partnership with law enforcement agencies at the local, state and federal level and the community to combat firearm-related crime. 

The campaign works by submitting two firearm casings to a Wichita Police Department Officer after a gun theft has occurred. These casings are then submitted into National Integrated Ballistic Information Network known as NIBIN. NIBIN is a national database containing digital images of spent bullets and cartridge casings that were found at crime scenes or test-fired from confiscated firearms. This database can be searched for possible matches and if a "hit" occurs, the NIBIN lab sends that information to WPD investigators.

Officer Paul Estrada Cruz has been with the Wichita Police Department for over eight years. He began his law enforcement career as a patrol officer and specialized enforcement team called Special Community Action Team (SCAT) which focused on drugs and violent crimes. He was promoted to the Public Relations Unit where he works as the Public Information/Social Media Officer, and Liaison Officer for the Hispanic/Latino community of Wichita.

Captain Clay Germany is the current Bureau Commander of Property Crimes - Investigation Division for the Wichita Police Department. He has been a part of the Wichita Police Dept. for 25 years.
